I Need Help With An Error, Can Anybody HELP PLEASE

This message is popping up at startup and its saying "fatal execution engine
error (0x7927e03e)" Ive tried deleting, reinstalling frameworks, restoring
computer, but I can't use the os cd because i hvae important programs on my
system that would cost alot to replace. I noticed a sql server native client
isnt there like it was before but cant find same program anywhere. Please I
hope someone can help me out. I have a web page that im trying to fix up, now
thats all screwed up and non accessable. With that said I'd appreciate the
help! :)

I also cant downlaod anything, it keeps looking for this path called
tmp2e.tmp and cant find it, just added that incase that might help someone to
tell me
 
If you have Windows 2003, see this link:

Note that if you have Windows Server, the fix for this has been included in
WS2003 SP1 (not a framework sp... an OS service pack).

For Windows XP, the original article for Q321564 listed this error.
However, that article was replaced with this one:
http://support.microsoft.com/?kbid=321564 which, unfortunately, no longer
lists the same error (odd).

I can also find a rollup package that contains the same fix as above. In
these cases, the KB article indicates that you should contact product
support (for free) to get the fix to this error. If you are not running
Windows Server 2003, I suggest that you go ahead and contact product support
at Microsoft.

When you call, indicate the article above that applies to your OS. Explain
your bug. The fix should be available for free.

Unfortunately, I do not work for PSS (as my signature indicates) so, on this
topic, I'm just a dev helping other devs. I don't have access to the same
resources that they do, so I cannot look this up internally. I hope this
