i need help please

why when i turn on my comp and hit start and try to go to settin its not there ..i just recently had to restart mi whole com with someone from dell support he was suppose to get back to me to put the last disk in but he never called me back and i think that last disk was for mi settings can u please help me ..?

software they provided. Microsoft does not, cannot and will not assist with
OEM-supplied software and hardware. All support - including replacement
keys/media - is the responsibility of the OEM.
