I need detailed help to set up a messsage board in frontpage 2002

I have tried to follow any and all instructions to set up a message board,
but all attempts are failing. Cany anyone help?
 
FP does not have a Message Board
- but it does have a Discussion Web
Explain what is not working & what you have done after creating a subweb using File New Site/Web & selecting the DW template
