I need advice on USB Card

Howdy doody folks,

I'm stumped on this one. Sure seems like a simple thing, but I can't figure out
where the ribbon cable for this USB card plugs in. Got to be something obvious
I'm missing.

Take a look at this sketch of the card. I would sure appreciate a hand on this

That's bizarre...looks to me like an IDE connector, weird...you sure it's
not an internal USB 7-pin connector it needs to be hooked to?
 
looks proprietary to me, like specific to a particular motherboard with front panel connector or something similar.

Know what it could be?....i think this is a front panel for a computer case.
 
is that a PCI card? and does it have a flash card reader on it?/
I think its a daughter card from:
E206922 ps-1 SIS 900 socket 370 AMIBIOS 1999 AO13 8389 4 PCI AGP slot 2 DIMM slots
