i-Lookup has taken over Explorer

A web site called i-Lookup has set itself as my default
home page, despite my constantly resetting the default.
It has added a tool bar that I can't get rid of. I have
an unstoppable barrage of pop-ups (I've already disabled
Messenger).

Help!!!

I am barely able to use IE. I have IE 6.0 and have
redownloaded in order to re-install but the installer
won't let me because it claims the version on my machine
is newer.
