I insert a symbol put it does not publish correctly

character set for your page to UTF-8.
In UTF-8 any character with an ASCII value greater than 127 must be
expressed as a character or numeric reference, else it will display as
a "?".
In your page replace the £ character with the character reference &
pound; without the space between & and p (I have placed a space here
so that it will display correctly in this newsgroup/forum)

Sorry to be dim but I need some clarification.

How do I replace the ? with a character reference and pound? I don't
understand what this means. Could you spell it out for me?
