Took me all night to fiqure it out but I got there.
It is a registry key issue.
Go out to add/remove programs and click windows setup tab.
Double click on communications and uncheck Dial-up
networking. Close out of box and do not reboot.
click start/run and type in regedit. Open (+) tabs for the
following path:
(-)HKEY_LOCAL_MACHINE
(-)System
(-)CurrentControlSet
(-)Services
Scroll down to the Winsock2 folder and delete the
folder itself so it no longer exists.
Exit out of regeditor and go back to add/remove programs.
Go into windows setup tab again, double click on
Communications and check the Dialup networking back on.
When you close out it will spur an automatic reload of the
Winsock2 key file you deleted. Load up your windows CD and
away you go.
