I have an error in common with "Claudelle"

I use XP Home (SP1) on a single machine.

I have been struggling with the same error showing in
event viewer, and it happens to be an error "Claudelle"
wrote about in this forum (See "Having problems w/XP

Anyway, below is the error that I have in common with
Claudelle (copied from her message)

ERROR
Service Control Manager
Event ID: 7000
The mrtRate service failed to start due to the following error:
The system cannot find the file specified.

Although my computer is not freezing up, my event viewer
shows this same error consistently. I believe is occurs
soon after the computer is started up.

I have read on the internet that it may be related to
Quicken. I do have Quicken 2003 although I haven't used
it (except to try some settings to eliminate this
error). Quicken was loaded on my machine by the OEM. I
have tried one of the tricks (disable background
updates), but it didn't work. I may try it again under
and admin profile, but I'm not optimistic.

Any Help would be Great!!
 
You are doing the right thing by trying under an Administrator account. If
that fails to resolve it, you should check Intuit Tech Support at their
website, www.intuit.com or call them if you are unable to resolve the issue.
Though, since it was preinstalled on your setup, they may turn you over to
your PCs tech support as this is sometimes considered an OEM issue.
