I get this error

The Specified Web Server Is Not Running ASP.NET Version 1.1" Error Message
When You Create ASP.NET 1.1 Application

The server is a Win2k. And it has the .net framework on it (can be seen in
add/remove programs) but I still cant create a Web App.

Are you running the latest version of the framework?
 
I think you first installed .NET and then installed IIS or any IIS
components.So I recommend that repair your .NET installation.
