I get a server error: cannot create folder "index_files"

I get a Server Error: cannot create folder "index_files" while trying to
publish some changes to my web site.(www.taraanne.com).
The same attempt to publish to my other site was successful
(www.haydensites.com) on a different host.
Running FP2003 on XPPro.
Is the host (PureHost) blocking these changes?
 
You need to contact the host where you are having this problem. Ask them to run a server health
check and/or check permission or space issues.
