I.E. wont let me access internet options

Confused

Internet Explorer will no longer allow me to access
internet options. It says that it has been restricted for
this user.
I am the system admin and I.E. will allow access to
internet options to all other users... admin or
otherwise...
I am completely lost, If you can help, please do.
I am running XP Pro and the latest I.E. (just downloaded
all my updates.

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

If this restriction has not been set by the administrator and you are
seeing this when logged on with an account in the administrator group, it
is most likely caused by spyware. By keeping you out of Internet Options,
it makes it more difficult for you to remove the spyware.

By the way, if you've used anti-spyware software lately to check for
adware, you may have set some security locks without realizing it. Run the
program again. Check its settings to see if the program is blocking
Internet Options.

If you're still "locked out," MVP S. Ramesh has a REG file that you can
download that will remove those restrictions. You can open a REG file in
notepad (use File> Open) to see what changes will be made to the registry.
Double click on the REG file to merge the information into the registry:
