I/E icon not connecting

I have windows XP and since installing SP2 I have been unable to connect when
clicking I/E icon on the desktop or when pressing WWW key unless I first
connect by clicking ADSL icon on desktop first.I have uninstalled SP2 and
also did a System Restore but still cannot connect. Can anyone give me any
advice please ?
 
1.Click Start, point to Settings, click Control Panel, and then double-click the Internet Options icon.
2.Click the Connections tab, and then click Always dial my default connection.
3.In the Dial-Up Settings dialog box, verify that the connection to be used to dial automatically is selected as the default connection if there is more than one connection. To set a particular Internet connection as the default connection, click the connection, and then click Set Default.
4.Click OK.

Thanks for your advice. I have tried what you have suggested.It does connect
three or four times but then will not connect and when I check the settings
it has reverted back(of it's own accord)to 'never dial a connection'.This
happens every time !
 
You would have that symptom if your Home page is a local page
such as About:Blank.

Broadband would imply to me a connection which would not require
"dialling". Therefore, Never dial... could be appropriate.
Not necessarily though because some broadband services use PPPoE
for their protocol which can (in some implementations) require it.
If something is forcing use of Never dial... it is likely some third-party
software which is trying to enforce the first assumption without being
aware of the other possibility.

Also I think you should be able to get better assistance from your
provider or in a newsgroup which specializes in problems with your
provider or in a newsgroup which specializes in networking for your OS.

Thanks for your advice, i'll look into your suggestions.
Until the problems started, my settings were always 'never dial a
connection' and everything connected ok.When the problems began I contacted
tiscali who advised me to change settings to 'always dial my default' but as
I previously said, this will not stay and always reverts back to 'never dial'.
