I.E. double pages after Q824145 installed

After installing the Q824145 update for Internet Explorer
using the mouse in the right scroll bar causes I.E. to
scroll 2 pages at a time. This is infuriating as I have
missed important information more than once. The only
way I have found to undo this mess is to uninstall
Q824145.

Does anyone have another solution?

I have looked over the Tools/Options until I'm cross eyed
and can find nothing that looks promising. I only found
q824145 to be the problem because out of desparation I
decided to uninstall and reinstall I.E. to see if that
would fix it.

I would like to keep plugging security holes, but not if
this is the consequence.
 
Workarounds:
Click immediately under the slider.
Drag the slider.
Use the mouse wheel.
Use the Page Down and Page Up keys.

try windowsupdate again, I've just installed 2 new criticals
and the problem is now fixed.

There was also some oddness when sections of text were 'selected'
(hilighted by mouse) and it would keep scrolling to the top of
the selection when you paged away - it would keep returning - most annoying.
And using PgUp/PgDn keys cancelled the select.
This is all now fixed too, so when webpages use hard to read colours I
can once again use Ctrl-A to select everything and read it comfortably
like I used to.
