I cant use the command function

I am a bit worried about my system.

I tried to start using a wireless router, was using a usb
connection, had to switch to a network cable. In order to
change, I had to get the isp info in order to change my
settings. So I went into the cmd function after the run
option. I get the dos prompt, that is fine. I typed in
ispconfig/all (and a variety of other functions, like ping
etc) and I got the following:

'ipconfig' is not recognized as an internal or external
command, operation or batch file.

I talked to a Cox Cable rep for a while, they said if I
cannot get this to work, that my system might be ruined. I
am unable to do anything in the DOS command function.

Is this bad news, or what can I do? I even went down to
the C prompt directly, and I get the same result.

When you go into the DOS prompt, type in cd\ to get to C:, then type in cd
windows and then cd system32. now try running ipconfig. If this does not
work, run (in windows) SFC, and then choose restore one file and type in
ipconfig.exe
