I can't use help and support center

Once i click Help and support center, nothing happens. I have tried many times. However, I still cannot use it. I want to use remote assistance. In case, I cannot use it. Please help me. Thank You

Go to this page, http://www.dougknox.com/

Click on WinXP Fixes, then click on Fix Windows XP Help.

Download and run the script.

Hopefully this will fix it, it's quite a common problem, especially if
you use EasyCleaner.
 
I have tried that file but i still cannot solve the problem. Even i set up the windows xp again, the problem still exists. Can you tell me any other ways to solve this problem?
