I can't set the default email program in internet options.

For some reason my default email client, Outlook Express, is not available
for selection as my default email client. All there is is Outlook which I do
not use.

Open OE > Tools > Options > "General" - "Tab" > navigate to >
"this application is my default mail / news handler" > report back your findings.
