You are trying to send a huge (31 MB) file
most email systems choke on anything over 2 MB

I can't send any email...here is the message after a test email.. that I
basically entered testing in the subject and the word "test" in the body..

Subject 'testing', Account: 'pop.windstream.net', Server:
'smtp.windstream.net', Protocol: SMTP, Server Response: '250 SIZE 31457280',
Port: 25, Secure(SSL): Yes, Server Error: 250, Error Number: 0x800CCC7D

Do you mean the test message is actually very small, not anywhere
near the 31 MB that the server is complaining about?
Delete everything in the Outbox. Create a new mail account
with the same settings as he old account, then delete the
old account. Does it work now?
