I can't send or receive emails in Outlook

I think thqat my outlook express needs to be configured with the pop3 aned
stml. I don't know which is which. can any one help/?
 
Vista does not have Outlook Express, it ships with Windows Mail, and your
subject says Outlook, which are you actually using?
