I have done everything MSN has told me to do in setting up a POP3 account. It
worked before I upgraded to Vista and Outlook 2007, It doesn't now. When I
test the setting, incoming works. Outgoing says server does not support the
connection encryption type specified. The typ is what the MSN people have
told me to use. I'm confused and frustrated!

Can you post the exact error message that is shown. Crystal Ball is out of order at present

This is the mnessage verbatum: "Sent test e-mail message: Your server does
not support the connection encryption type you have specified. Try changing
encryption method. Contact your mail server administrator or Internet service
provider (ISP) for additional assistance."

MSN provided me with all the settings being used and said any further
problem was with Qwest. Qwest said MSN does support POP3 or internet e-mail
other than Hotmail but provided me with the same settings with guarantee they
would work..

AFAIK MSN not longer offers POP3 accounts. They might have special deals
with the ISPs who only offer hotmail - so check with Qwest for the proper
authentication method and verify they do indeed support POP3 for the qwest
accounts.

This doesn't make any sense to me. Why would a Microsoftt affiliate company
not support email through a Microsoft product?

They do support it - they do not support POP3 protocol. You'll need to use
either HTTP or the Outlook connector to check email in outlook.

Is this a legacy pop3 account from MSN. How long do you have this account. Is it from pre 1998
