Hi, try the following:
1.) START > RUN > services.msc
2.) When the services window opens, scroll down the list until you see the
item with the name, 'Windows Installer'. Double click the 'Windows
Installer' name.
3.) From the property window that opens, ensure that the Startup type is set
to Automatic or Manual. If it is disabled, then you won't be able to
install any programs that use the Microsoft installer.
Also, you can click 'START' in the properties window to start the service,
then try installing the program(s) again.
If that doesn't work, somehow the file got deleted/corrupted. But try the
above instructions first to make sure.
