I can't get IP adress

If I turn on the computer (XP professional), internet
connection (cable model) doesn't work (it was OK
previously). The IP address is becoming 0.0.0.0. No
gateway address. So, I have to first disable the network
card and assign the IP addresses (previously recorded) and
enable it and disable it again. After that, switch the
network to automatic assignment of IP address and enable
the network card (I even changed my network card to new
one). Then, everything is fine after that until I turn the
computer off. If I don't turn it off, everything is fine.
So, I can't turn the computer off!!!!

I did check the system information--> startup programs,
then I found hundreds of lists of programs. I have another
notebook. There was only 10-20 programs in the list. Is
thi virus? I did virus check. No virus found. Could you,
somebody, please help me?
 
can you provide more details on your configuration. For example are you
directly connected to the Internet behind an cable or DSL modem or are you
behind a gateway device like a Linksys router?
