I can't find retrieve deleted items in my outlook tools menu

I can't find the "retrieve deleted items" option under outlook tools button,
its supposed to be there and make it easy to retrieve an item that was
permanently deleted: should I change the set up of my outlook? Thanks

That is only available if you have Exchange server.
