I can't disable junk e-mail

I tried of all the ways to disable the Junk e-mail, without success.
I check "No Automatic Filtering" or "Low", unchecked "Protect from
phishing", I tried check "Also trust in my contacts", ...
It's so stupid that it does not respect my rules.
And worse, in an imap account, moves in the server, messages that other
users must receive.
I am thankful if any body to say me a way to disactivate this or to make
that it functions correcly.

I tried Windows Live Mail and my Contacts wouldn't import. Windows Live
Mail appears only to import CSV data and not WAB data. Any comments?
 
WLM will import contacts from four formats:
1. .WAB
2. .vCard
3. Outlook address book
4. "Current Windows User" (Windows Contacts, same as what WM uses)

Surprisingly it does not import .CSV, which is a much requested improvement.
