i can't add new DC

after i installed service pack 4 on the Domain Controller
i can't add a new DC.
i checked on a test domain if the domain controller
without Service Pack 4 every thing is ok.
 
replication not completed due to an error and will be
completed after restart.
after i restarted it no replication done .and i can't
create a new user on the new DC ,give me the server will
not be able to check the security identifier.
and also i can't replicate the tow DCs manaully .

What was the error logged in the DCPromo.log file (C:\Windows\Debug)?
What events are being logged in the Directory Service event log?

in DCPROMO.LOG gives only one warning
NON critical replication returned 8524
in the event viewr gives warnning
The checkpoint with PDC was unsuccessful.
