I can't access anything in control panel,please help I'm desperate

OK,for starters i got symantec corporate antivirus,last rev.1.4.,or
4/1/(american), I tryed yesterday and today,but there's nothing to
update,I've got w32.welchia.worm and .gen,in quarantine as they cannot be
fixed.And here's the problem,every tome I try to access anything in control
panel, it said "windows cannot access the specified device,path or file.You
may not have appropiate permissions to access the item".I am the
administrator and I haven't touched settings,so I don't know how to fix this
problem.I made a full scan three times(with 3 different revisions),and
nothing.I don't use Kazaa,and I didn't open Emule for a month,I washed all
the spam with mailwasher,so I think that I picked up those worms while
surfing.I also cleaned all the spyware with spybot S&D,and my firewall is
Kerio personal firewall.
I really don't have an idea what the problem is,but I don't think it's those
worms fault,so if you've got any suggestions please help!!

Your setup could be damaged from all of these intruders. Start up in Safe
Mode and use your antivirus and anti-spyware programs. Since these things
won't be running there, these utilities may have better luck in Safe Mode
getting all of the cleaning finished up.

You should make a note of what worms, etc that are found. Look them up at
the Symantec site and, if necessary, perform the additional manual removal
steps that may be required.

If still having trouble, you may have to do a repair install:

NOTE: The above article applies to retail CD or a generic OEM CD. If your
Windows came pre-installed and your recovery media has been customized by

worked for most of the people with welchia worm,but no luck for me.
