I cannot run a query in Access 2007 that joins to Paradox

Error message when running query in Access 2007:
You are attempting to work with a Paradox file that requires the Borland
Database Engine (BDE). Microsoft Office Access cannot load the BDE, or the
BDE is not correctly installed. To correct this, run the setup program for
the BDE.

My Issue:
I cannot run a heterogeneous query on Vista and Access 2007 even though the
BDE is installed.
It runs fine on another Win XP computer with Access 2002 installed. In
summary:
Vista: Access 2007, Paradox 11.0.0.411, BDE version 5.2.0.2. Ran BDE Info
Utility test successfully.
XP: Access 2002, Paradox 11.0.0.411, BDE version 5.2.0.2. Ran BDE Info
Utility test successfully.
On Vista, the BDE Information Utility says IDAPI32.DLL is not found but it
is there in the correct place ‘C:\Program Files\Common Files\Borland
Shared\BDE’ though it is in lower case.
In the BDE Information utility, instead of the version number displayed it
says “C:\Program Files\Common Files\Borland Shared\BDE;C:\Program
Files\Common Files\Borland Shared\BDE\IDAPI32.DLL not found.â€

Should I uninstall BDE and re-install? This is a large task.

Use Process Monitor to check where it is looking after that file. It may
also show you if there are registry access problems.

Also try running it as administrator. Thus log into your machine with
the local administrator account and open the program using the context
menu entry "Run as Administrator".

Check whether the IDAPI path is in your environment path.
