I cannot open scanpst file to fix outlook-0x80040600 error message

When I open Outlook I get an error message saying receiving error
0x080040600. I have tried opening the scanpst file but I cannot open it. I
followed all the directions under Microsoft help and support but I cannot
open the file to fix the ps file or whatever it is. Someone please help!
 
What is the exact receiving error?
What error do you get for scanpst.exe and when? What version of Outlook are
we talking about here?
