I cannot open a .eml file in Windows Mail

How do I open this type file ? I can not save and reopen with another
program. I have seen something at Microsoft about a fix for outlook express
5.5 2003 but it does match my vista .

Ensure that WM has all its defaults set.
Start menu or Control Panel>Default Programs>set program defaults>wait for
list to populate>select WM>set as default.
