i cannot get programs installed on my pc

i have windows xp home edition. everytime i try to install software on my pc, it says i have an error, it cannot install cos my pc is in safe mode or the installer isn't working properly. i am not using safe mode, so how can i get my software etc. installed and sort this problem out?
 
Try running Windows Update to be sure you have the latest version of Windows
Installer. You can also go to MS web site and download.
