When attempting to load [target](anything other than an
attached .jpg file), I get a box "Internet Explorer cannot
download [target]from [domain]. Internet Explorer was not
able to open this internet site. The requested site is
either unavailable or cannot be found. Please try again
later. ("OK" button)"
I receive this message if I attempt to download anything
from a website or if I attempt to open an email attachment
(except if the attachment is a photograph, e.g., a .jpg
file).

This might help:

With Outlook Express open, go to Tools > Options > Security. Uncheck "Do not
allow attachment". Click OK.

Robert,

Is this a webmail service that you are using?
I imagine that you would find a support FAQ
which would tell you how to set up your browser for it.

Given so little information one wild guess would be that
you might need to put the webmail site into a less restrictive
security zone.

See the following MSKB article for a similar issue on another site

<title>KB165954 - Red X Appears Instead of Portfolio Manager</title>

If you aren't up-to-date with your maintenance or if urlmon.dll is otherwise
an obsolete version another possibility is that you might be seeing some of
the symptoms described in (among others):

<title>KB319032 - An Error Message Occurs If You Click "Save Target As" for a Link</title>

(MSKB Boolean search for
"cannot download" AND kbie600search
)

If you can do an IE Repair it certainly can't hurt but might help.
(Ref: KB194177)

Good luck
