I cannot access templates offline?

I just installed frontpage 2003 and when I try to select format dynamic web
template, I am unable to select the all the options except manageable
editable regions. Appreciate any help. Thanks.
 
1) You need a FP Web/Site open
2) Only disc based webs support all of the DWT features
(server based webs only support Attach)
