i cannot access program files

I am having a very annoying problem. When i try to access program files i get
the error message 'C:/Program Files is not accessable. Access is denied.' I
am not on a network but my computer has 4 different users. Any help would be
greatly appreciated as this is restricting me from doing many things.

If logged on with an account in the administrator group, you should not see
this message.

If logged on with a limited user account, it is normal not to have access
to this folder and its contents.
