I cannot access links or url's in outlook.

When trying to click on email links or URL's in an email, outlook gives me
the following message:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

It is a home use computer which was not having this problem before. No
changes were implemented by myself. How do I correct this problem??

See if this helps: http://support.microsoft.com/?id=310049 . It applies to
Outlook 2000 and 2002, but you didn't share your version of Outlook.
