I cannot access Add/Remove Programs

When I try to open Add/Remove programs, an error message box pops up on the screen. The box's title bar reads "parser message". The message states: value creation failed " at line 521.
What could be causing this? Or, how can this be corrected?

I'm running Windows XP SP2.

Switch to Windows XP Theme and try opening Add/Remove.

Yeah, the theme I was using was the cause of the problem. Thanks for the
