I can receive mail but can not send. What should the setting be?

I use pop3 for incoming mail and I'm not sure what setting to use for out
going. I sure I have the wrong one now.
 
You will have to ask your ISP or mail provider.
Each has their own outgoing mail server.
Frequently that information is on a customer support page
on the ISP's website.

Call your Internet Service Provider (ISP) for the outgoing setting. It will
be something like SMTP blah blah.

Bad assumption. Many mail providers do not use smtp as part of the outgoing
server name. In fact, three of my providers use mail as the first word and
use the same server name for incoming and outgoing.
