I can receive email but not send email (error 0x800ccc0f).

I have Office 2000. I can't send email using Outlook. I get error message
0x800ccc0f. I've tried the usual fixes (verified POP3 and SMTP addresses)
but nothing works.
 
are you authenticating with the mail server?
