unpug it and plug it back in or hold the power button

Your problem is most likely that some driver generates a BSOD upon shutting
down which causes the computer to restart, go to System
Properties->Advanced->Startup and Recovery Settings and under System Failure
disable the Automatically restart feature. Now instead of the computer
restarting you will get a BSOD when shutting down. Try to find out which
driver, or possible which hardware problem, is causing the BSOD and fix it.
Then you should be able to turn off you computer like normal again.
