I can not see rules and alerts under tools

I have recently installed outlook onto an upgraded computer and restored all
of my e mails, calendar and address book. The rules and
alerts box is not available under the tools menu.
 
Do you have full menus turned on? Check the View menu > Toolbars > Customize
