I can not create a VPN connnection or tunnel through the internet!

I'm running Windows 2000 Professional (SP4)
When I go to "Make New Connection" under "Network and Dial-up Connections
only two options out of the five are available to me. "Dial up to the Internet" an
"Accept in-coming connections" are the two available options. I'm needing to
use option three, "Connect to a private network through the internet"
Why is this option not available? What can I do to make it available

Look in Computer Management/services and make sure that the two remote access and
telephony services are started. -- Steve
 
I figured it out!!!
When every u click on "Make New Connection" under "Network and Dial-up Connections
it asks u for some information for a dialup. For instance, it asks u for your area code an
for a name for the connection. It asks u these things before u hit "Next" to see the
different connection types. I was cancelling out the dialup info and going straight to "Next"
Now that I've filled out some of the preliminary info. all the options are available

Thanks Steve.... After going thought the dial-up dialog it gives me all 5 options
Before going throught the dialog I was able to start up the services u mentione
specifically the "routing and remote access". After starting this service I was able
to create a VPN server but not a client. Now I can creat a client to connect to othe
VPN servers. Now when I go to "Make a New Connection" it doesn't ask for persona
dialup info.

Hi Steven. I am having the same problem with the create
new connection wizard - I only have those 2 options
available to me. I checked those three settings in the
Management-Services list that you suggested, and the two
remote access services are not started. When I try to
start them I get an error 1068, The dependency group or
service failed to start. I checked telephony and all of
its dependencies, an they're all started. Any thoughts?
