I am missing my desktop icons on startup in windows xp pro

When I log onto windows xp pro my desktop icons are missing and the only way I can do anything is by going into the windows task manager and that is limited before the program responds "not responing." Is there anything I can do to fix this problem
 
try right clicking on my taskbar and select show the desktop.

Reinstall xp
