I am missing my contacts in my address book?

Yesterday for some reason I had lost my outlook on my PC. Our IS person set
up my email account again and everything was there except the contacts under
the address book. I have a contacts folder with all the correct information
but I am missing the contacts when you do a new email and then go to show all
your lists and the contact address book is not there. Can you please help?
 
If you right click on your Contacts folder and choose Properties can you go
to the Outlook Address Book tab and check the box to show the folder as an
email address book?

Right-click your Contact folder and choose Properties. Click the Outlook
Address Book tab and check the box titled "Show this foler as an e-mail
Address Book". Click OK. Stop and restart Outlook.
