I am trying to find a template to track workorder for city government? I have
tried adapting the service call template, but it won't work.

I very much doubt that any such template exists - the workorders for
Parma, Idaho (pop. 2400) may not be set up in exactly the same way as
those for Philadelphia or New York City.

You, or someone you hire, will need to logically analyze the nature of
the data that you want to track and create a custom database that
meets your city's needs.
