I made a powerpoint that has hyperlinks to word documents and other
powerpoints. I want to put it on a CD. I first saved all the documents to the
CD. Then, when I made the hyperlinks, I selected for it to come from the CD
drive. Problem is, it doesn't always open up on other computers. Does the CD
have to be formatted or is there a special way to view the powerpoint?

Maybe you can try that:

publish-> Package for CD and there you can add files or links to your
presentation.

You can try what Nemesis suggested,
or you can try some tools have the function to retain hyperlinks when
burning PowerPoint to CD/DVD,
such as this one:

It helps you easily burn your PowerPoint to DVD with all animated
features of the original PowerPoint retained.

Well, that is because the documents are linked to your presentation
not really embedded.

Solution 1:
1. Put the inserted files and the PowerPoint presentation in a same
folder.
2. Reinsert the inserted file to the PowerPoint presentation.
3. Package the whole folder to CD using the "Package for CD" feature.

Solution 2:
Convert your PowerPoint presentation to Flash, ppt2flash (PowerPoint
add-in, http://snipurl.com/ppt-swf), for instance. It can help you
create Flash-based presentation with all the original effects
retained. Of course, all the inserted files will be embedded in the
presentation. You can burn Flash-based presentation to CD, then the
word file can be shown on other computers.
