after adding a hyperlink, how do you make the box that pops up when the
cursor is rolled over it ?

Hello,

You will need to add a title attribute. Switch to Code View and add
"title=TEXT_HERE" to the "a" tag.

Somebody will have to advise us whether there is an easier way to do this in
FrontPage.

In FP2003, there is an option in the hyperlink dialogue to add title
text, or a tooltip.
