Hyperlinks dont work for users other than Administrator

Hi,

Have just performed a clean install of Win2K + SP4 and
subsequent security patches and fixes, as Administrator
and encountered the following problem:

1. Created a new user also member (admin1) of
Administrators Group.

2. Setup internet connection for admin1 without problem

However, when logged in as admin1, and browsing web,
hyperlinks on web pages eg www.yahoo.com, do not function,
yet all is fine when logged in as Administrator.
Similarly, online helpfiles for IE6 are not accessible
when logged in as admin1 but are for Administrator.

Thoughts and solutions anyone, please.

I think it may have something to do with what is
documented in MS Knowledgebase article 281679, but not
certain.
