Hyperlink problems

I am using Frontpage 2000.
I have a web site already published and active - www.pscfit.com
Go to the Programs page (a drop down menu from About PSC menu at top)
Go down the Programs page and click on the REGISTER link and it will go out
to the Programs Registration Form page where users can enter info and then
email the form info to PSC.
I am locally using Frontpage 200 and updating the Programs and Programs
Registration Form pages to update the info for the new Fall programs.
When I go to test the new Programs and Program Registration Form pages and
use the REGISTER link on the Programs page to access the Programs
Registration Form page it does not work i.e. it does not link or call up the
Programs Registration Form page.
The only difference between the live pages (actively on the web now) and the
locally being redeveloped pages is the original (live) pages were done using
a PC with ME and the current development is being done on a PC with XP. (My
ME PC crashed a week ago).
I have retried setting the hyperlinks several times with the same negative
result. If I Hyperlink from the same REGISTER link to another page on the
site it works fine, it seems that only when I try to link to the "Form" is
does not work.
I need to update to the live web these Program and Program Registration Form
pages to get this site up to date but I cannot do this with this link not
working between the pages.
I am going crazy with this - Can anyone please HELP !!!

Please reread my original post.

The live web site is working fine.

The problem is with the development pages that I am working on to replace
these two pages that need contecnt updating.

In the development area I cannot get these two pages to link with the
REGISTER link. Therefore I cannot publish these new updated content pages
until I can get these links working.

Please help.

What you haven't told us is under what web type you are testing your
- IIS and FP Server Extensions under Win XP Pro as say http://localhost - required?
- or disc based as say c:\myweb (run time forms will not work)
and if you have Win XP Pro (Win XP home does not support IIS)
- your Win ME may have been using PWS (also not supported on Win XP)
