Hyperlink not working in Outlook 2002 on Windows XP

When I try to click a link on an e-mail, I get an error message: This
operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.
 
I have had a number of problems to solve after inserting an automatic
configuration script address for my LAN Settings after changing to a
Lite speed Cable internet connection from Dialup. It is set up as my ISP
suggests.
 
If I enter a Registry Key:
HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command, with
the location of the Internet Explorer exe program, I get two Internet
Explorer Browsers opening. Microsoft Knowledge Base Article - 310049
says this needs to be done, but suggests copying it from another
computer, which I do not have.
 
If I set Internet Explorer to check if it is the default browser, It
will always, every time I open Internet Explorer, ask me if I want it as
the default browser, without effect.

This is working as the location of Internet Explorer:
"C:\PROGRA~1\Internet Explorer\Iexplore.exe" -nohome without getting the
double browser now, but Internet Explorer Always checks to see if it is
the Default Browser, without effect. I know I can turn off the check to
see if it is the default feature, but I would like to know why it is
doing that

Even after thinking I had it fixed, if I change the default browser to
netscape and then remove it as the default browser, I get duplicate
Internet Explorer Browsers when I click a link in Outlook 2002. I had to
have Internet Explorer Check if it is the Default Browser again, and
this remedied the duplicate Browsers. By the way, if two browsers open,
one is always blank.
