Hyperlink dialog and Web Folder blank

Here's the situation:

One of my remote webs does not show any files or folders in the
Hyperlink dialog box when creating a new hyperlink. But, all the files
and folders do show in the standard Folder List.

If I open the web as a Web Folder, it too is blank. I do not get a
login dialog when opening this Web Folder, but other webs that are
working correctly, I do.

I can see all the files and folders through my mapped drive.

If I try to create a new folder in the Web Folder, I get an error "You
do not have permission to access this Web Folder location". I have full
permissions on the folder and I can create new folders via FrontPage.

What I've tried:
Deleted all .web files on my local machine
Removed and re-installed FPSE on the web
Published the web to my local machine, then published back
Recalculated the web
Disabled, then re-enabled Anonymous browsing
Reinstalled Web Folders via webfldrs.msi

I'm running Windows XP - fully patched.
The server is Windows 2000 and IIS 5.
 
The below is Not verified to work in all cases, but try the below steps

In Windows Explorer Find and delete the hidden *.web web cache files for the local and remote webs you are having the problems with
(or delete all *.web)
( Usually in %APPDATA%\Microsoft\Web Server Extensions\Cache )

1) Open your FP web using File Open site and browsing to Network Places for your site
2) Select the site (double click the site in Network Places) but Do Not Open it
This will get you the File selection dialog (where you can't probably can't see any of the folders or subwebs in the site)
3) On the same line as "Look In" you will see a series of Icons, Select the Folder Icon for Created New Folder (or use [Alt][5])
(Make sure the New Folder Dialog has Documents selected under: Folder Contains)
4) Enter a folder name (that you are sure is not in your current web - say: fixit) and OK
5) Use the Up One Folder Icon, or [Alt][2], and select Open (your root web)
(your web folders should have shown you all your folders including the newly created one)
6) Run a Tools Recalculate Hyperlinks
7) Open a page, select some text, and try to insert a Hyperlink to see if your web folder view is repaired (if your web is not
displayed in Look In, browse to it under Network Places)
(Delete the new folder created above)

Alternatively:
1) Open your FP web using File Open site and typing in the URL as http://www.yoursite.com/
(or use File Recent Sites)
2) Open a new (or existing page) at the Root level and select an insertion point on the page
3) Use Insert - Picture - From File
This will get you the File selection dialog (where you probably can't see anything now but the open page listed)
4) On the same line as "Look In" you will see a series of Icons. Select the Folder Icon for Created New Folder (or use [Alt][5])
(Make sure if shown the New Folder Dialog has Documents selected under: Folder Contains)
5) Enter a folder name (that you are sure is not in your current web - say: fixit) and OK
6) Use the Up One Folder Icon, or [Alt][2], and see if your web folders are repaired
7) Cancel the dialog and run a Tools Recalculate Hyperlinks, then try inserting a hyperlink or picture from file
(Delete the new folder created above)

Please post back if either of the above cures the web folders problem

Well, when I went back to try this, I was seeing the folders, so I left
things alone. Then this morning the folders were not appearing again,
so I tried these steps. Each time I get to creating the new folder, I
get the error in my original post - "You do not have permission to
access this Web Folder location."

Try the Alternative steps (which should have you logged in already)

When I use the alternate method, on step 3, it defaults to Look in
Desktop. Then I change it to the web folder in My Network Places and I
get two errors when trying to create a new folder.

First) "You do not have permission to access this Web Folder location"
Second) "You do not have permission to access this Network Place location"

I did select Folder Contains->Documents
 
Sounds then you definitely have a corrupt web folder (in network places)
- I have not seen a permissions error there before
(usually the problem is there is no authentication at all)

Try deleting it and opening you site in FP using File Open site (and entering http://www.yoursite.com) to see if the recreated one
has correct permissions

I've previously deleted all web folders and .web files in my profile -
and I'm experiencing the same problem from multiple machines to this
web. As a workaround, I've enabled Directory Browsing on the web, but I
would have rather not taken this step.
