How do I set a hyperlink and/or a behavior to open a page in a new window
while keeping the existing window open?

Not possible when using FP navigation components.

A link will open in a new window easy. Is this what your talking about.
If so, when you set your hyperlink, you need to select the button that says
"Target Frame"
Then select "New Window". That is how you make a hyperlink open to a new
browser (outside of your website).

However, you do not have that option when using FP navigation components.

To open a Web page in a new window, do the following:
1.. In Page view, at the bottom of the document window, click Design .
2.. Right-click the page, and then click Open Page in New Window.
