When I attempt to click to open a new window from a
browser link, the window opens , its says "done" but
nothing is loaded.
I tried the fix in Knowledge base 281679 and even
installed XP sp-2. Still doesn't work.
Any help would be appreciated.

First, try running the IE Repair Tool -

This has been the usual fix for new-window-blank issues.

If no joy, update/reinstall your scripting engines from here:
http://msdn.microsoft.com/library/default.asp?url=/downloads/list/webdev.asp

If still no joy, go to File Types (My Computer...Tools...Folder
Options...File Types tab)
Scroll down to the URL: Hypertext Transfer Protocol file type, click to
highlight, click Edit, click Open, click Edit (slightly different with Me -
click to highlight, click Advanced, click Open, click Edit).

Application used: "C:\PROGRA~1\INTERN~1\iexplore.exe" -nohome
Use DDE box should be checked
DDE Message: "%1",,-1,0,,,,
Application: IExplore
